In collaboration with other partners ORED is organizing a networking forum, the “BUSINESS NEXUS,” for private sector entrepreneurs, existing businesses, the university community and service providers at the ICC on April 23, 2008. The social hour starts at 3:30 p.m. followed by a presentation by a successful CEO and a Q & A session. To learn more about this event or to register please call ORED at 270-745-6733.
OSP and ORED offer a series of workshops on proposal and budget development, grant award administration, compliance issues related to grants, intellectual property protection, patents, copyrights, trademarks and trade secrets, and the technology transfer process. | Doctor of Education in Leadership |

Western Kentucky University has achieved a significant milestone with the approval of the first independent doctoral degree program -- the new Doctor of Education (Ed.D.) in Educational Leadership. How will this new degree change WKU's eligibility to apply for grants that are targeted toward predominantly undergraduate institutions? The answer is "it depends."
WKU has been competing with research-intensive universities since we received our first grant. When it comes to grants, WKU has always competed in the big leauges. Here is a link to just one recent example:

Every grant program announcement includes a section about what kinds of institutions and what kinds of researchers are eligible to apply. The majority of them do not rule out or rule in an institution based on its granting degrees in one program. Always keep in mind that eligibility requirements are program specific, even within the same funding agency.
The grant program eligibility is seldom (if ever) dependent on an institution's Carnegie classification: http://www.carnegiefoundation.org/classifications/index.asp or the NCAA http://www.ncaa.org/wps/portal division in which its Athletes compete.

ASME Grant |

In collaboration with the American Society of Mechanical Engineers, the Office of Research and Economic Development has executed an agreement that allows mechanical engineering students from WKU and other institutions from around the world to design and develop a prototype water purification system at WKU. Each student will receive a $2,000 stipend for the project. WKU associate professors Robert Choate and Kevin Schmaltz will serve as project managers. ASME awarded WKU’s mechanical engineering department a $30,000 grant to host the project. All five students, along with Dr. Choate and Dr. Schmaltz, will meet face-to-face in May to finish the construction and testing phase. The team’s ongoing work will be posted on the ASME website, allowing mechanical engineering experts to provide critical help when needed. If the final design proves technically feasible, the ASME Center for Engineering and Entrepreneurship and Innovation and WKU Office of Technology Transfer will attempt to commercialize the design on behalf of WKU, ASME and the students. | Cyber Defense Lab |

Western Kentucky University received funding to create the Cyber Defense Lab. The lab’s focus is to simulate and find ways to protect against cyber network attacks. The work is conducted through the Network Attack Characterization Modeling and Simulation Testbed (NACMAST), a series of 32 computers designed to detect attacks and flaws in the national computer network and take immediate action to protect. The system, operated by five faculty and two staff members, will address problems affecting the Department of Defense and the Department of the Army. NACMAST is funded by the defense department. Dr. Phil Womble serves as the director of the Cyber Defense Lab. The lab is a joint effort between WKU, Mississippi State University and University of Arizona.
NACMAST is located at the Innovation and Commercialization Center inside WKU’s Center for Research and Development on Nashville Road.

Export Control laws are federal regulations that govern how certain information, technologies, and commodities can be transported abroad or communicated to foreign nationals within the United States. Export regulations are very broad and cover all fields of science, engineering, and technology research activities regardless of the funding source. It is vital for faculty and other researchers to understand their obligations under the export control laws. Failure to comply with these laws can result in severe consequences for the university as well as the individual researchers, such as fines and imprisonment.

Proposal Development

The Office of Sponsored Programs (OSP) welcomes Lindsey Hampton as our new Proposal Development Coordinator. Lindsey, a WKU alumni, has nearly four years of research administration experience coordinating the functions of the OSP, aiding in post-award and subcontract management, and assisting with the Faculty Scholarship Council. Lindsey is actively involved with the National Council of University Research Administrators (NCURA), having completed the NCURA pre- and post-award fundamentals of research administration. Lindsey has also received her Sponsored Programs Management and Leadership Certificate from the Society of Research Administrators.
In her new role, Lindsey will aid faculty and staff with their grant proposal submissions, help with budget development, apprise the research community of upcoming programs and deadlines, and assist faculty and staff with electronic research administration. We welcome you to stop by the OSP, located on the third floor of Potter Hall, to introduce yourself to Lindsey and to talk about your research, public service, educational, and special project interests. Co-Inventors: Who they are and who they are not? |

It may be easy to generate a list of authors for a manuscript that is being submitted for publication. The general protocol is that anyone with any reasonable connection with the manuscript will be listed as a co-author. However, identifying co-inventors is not a matter of generally accepted protocol, it is a matter of law. The law says that if the names of the co-inventors do not fulfill the requirements of the patent law, the patent is invalidated with devastating consequence for organizations and the inventors. So who are inventors? Those who contribute ideas even if it is done accidentally and it results in the development of the invention. Regardless of how small the contribution may be, they are the legal co-inventors. Then who is not a co-inventor? Those who contribute labor, supervision or routine techniques and other non-intellectual contributions, and those who contribute ideas towards the development but the ideas do not contribute towards the development of the claimed invention are legally not co-inventors.
