Proposals to a Lead Institution

When Western Kentucky University is sending a proposal to another institution to include as part of a larger proposal, our proposal is sent through our internal signoff system.

If the lead institution receives the award and sends us a subcontract or subgrant or subagreement, we are responsible for expenditures and collection of payments. Proposal writers must therfore conform to our cost standards and have their proposals signed by the department head, dean's office representative, and the OSP prior to sending them off campus per the usual routing system.

Per our Preliminary Proposal Policy, the only proposals not included in our internal signoff system are white papers to Ken Lee and preliminary proposals without a statement of cost.
