38th Annual Student Research Conference
       

Student Research Council

The 38th Annual WKU Student Research Conference was held on April 12th followed by a banquet on April 15th with a successful entrepreneur, Mr. Jim Fugitte as the keynote speaker. More than 150 students presented their research and creative work at the Carol Knicely Conference Center. These students represented about twenty one departments in six colleges.

As part of the student engagement focus at WKU, these students have been involved in hands-on research and creative activities and they shared their work through oral and poster presentations and displays of their creative works. The students did an impressive job in sharing their efforts. We thank our faculty members for engaging and mentoring students on their respective projects.

Students were recognized in Humanities, Physical Sciences, and Social Sciences in various categories including, Undergraduate Presentations, Undergraduate Posters/Exhibits, Graduate Presentations and Graduate Posters/Exhibits in all disciplines.

The WKU Student Research Conference was organized by the Student Research Council through a collaborative effort by faculty members from Gordon Ford College of Business, Ogden College of Science and Engineering, Potter College of Arts & Letters, College of Health and Human Services, College of Education and Behavioral Science, Honors College, Bowling Green Community College, the University College, local chapter of Sigma Xi, Office of Research and Economic Development and Academic Affairs. Financial support for the event was provided by the Office of the Provost. 

       
               
 

Applied Physics Institute

       

The Applied Physics Institute has been awarded three Homeland Security contracts by the National Institute for Hometown Security, totaling about $2.12 million to develop next generation security solutions to help protect the country from disasters. We congratulate the API team including Dr. Phil Womble, Dr. Ivan Novikov and Dr. Alex Barzilov for winning these contracts to solve national security problems. These awards were announced Monday, May 12th in Somerset by U.S. Rep. Harold “Hal” Rogers, R-Ky. Joining Representative Rogers was U.S. DHS Undersecretary Jay Cohen, who oversees the Directorate.

The goals for these contracts are to develop technological solutions for homeland security needs followed by commercialization of the technology through technology transfer to private sector. The Institute is collaborating with private sector companies on these projects.

The non-profit National Institute for Hometown Security (NIHS) performs a critical role for the U.S. Department of Homeland Security’s Science and Technology Directorate. The Directorate identifies the nation’s security technology needs, and NIHS works with Kentucky’s academic community to develop and commercialize solutions for use in the private sector.
       
               
 
Public Health
 
       

Dr. Chris Nagy from Department of Public Health was recently awarded a grant for about $45 thousand from the Kentucky Housing Corporation to conduct an assessment of access point for health Care needs of homeless population in far western counties of Kentucky. The results will help determine access points in counties targeted by the Health Resources Services and Services Administration. This is an important endeavor in establishing access points for Health Care services for the homeless, and we congratulate Dr. Nagy for her efforts.

Dr. Marilyn Gardner from Department of Public Health received a grant award for Healthy Weight Kids Smart Card project for about $133 thousand from the Institute of Medicine. The goal of this project is to provide youth the opportunity to make healthier food choices. A smart card will be developed that gives discount to cardholders on healthy food choices purchased at local fast food restaurants. This is certainly an excellent way to educate youth on smart choices of food and a healthier life style. Congratulations Dr. Garner!

Final Technical Report for Closing the Grant

In order to comply with the terms and conditions outlined in most grant or contract awards, the Principal Investigator (PI) must provide the Sponsor with a final technical report (FTR) at the conclusion of the project. Sponsors consider the FTR the most useful tool and a required deliverable in evaluating the research that was conducted. The timely submission of the required report is a vital responsibility of the PI. Failure to comply could result in the sponsoring agency withhold reimbursement of the balance of the funds or new funding for WKU and it could jeopardize the PI’s eligibility to obtain future awards from the sponsor. Generally, agencies will not issue a new award unless all previous awards are in compliance. It is important that PI’s check their award agreement for their individual reporting requirements.

Typically, the FTR is submitted to the awarding agency. In order to track submission of these important reports, OSP requires that a copy of all technical reports and the transmittal letters be forwarded to the Compliance Manager (sean.rubino@wku.edu) to complete our files.

NOTE for NSF Awards:  The FTR is due within three months of the final grant expiration date and must be prepared and submitted to NSF via FastLane. For password assignment to access NSF FastLane, contact the program officer.

NOTE for Department of Defense (DoD) Administered Awards: The FTR is generally due 60-90 days after the performance period has expired, DoD requires the completion of the report SF 298. In many cases the FTR should be sent to the Office of Naval Research (ONR).

Most agencies have specific items that must be included in the report, but generally the FTR includes the following:

  1. COMPLETE HEADING: List the identifying grant number, the PI, Grantee Institute, Project Title, and dates of the entire period of the grant.
  2. STATEMENT OF PROGRESS made toward the achievement of the stated objectives. List the results, positive or negative, direct or indirect, considered significant by the PI.
  3. LIST OF PUBLICATIONS which:
    1. Have already appeared in print and which resulted from the grant;
    2. Are now in press;
    3. Are contemplated as a result of the grant.

New Faces in Sponsored Programs

The Office of Sponsored Programs (OSP) is now back to full staff with the addition of three new employees. 

Diane Amos returned to WKU in March as the OSP Office Associate after retiring from her job as a social worker for the Kentucky Cabinet for Health and Family Services.  Diane is no stranger to WKU.  She worked in the Student Support Services program and taught at the Community College in the 1990s.  Diane holds a bachelor’s degree in general studies and a master’s degree in student affairs from WKU. 

In May, Kellye McIntyre became the new OSP Office Coordinator.  Kellye is a WKU graduate with a degree in social work.  She previously worked for Community Action of Southern Kentucky and for Big Brothers Big Sisters of South Central Kentucky. 

Molly Swietek joined the staff in June as the new Proposal Development Coordinator.  Molly earned a BA in English from WKU and is working toward an MA in English from Tennessee Tech.  Molly served as communications coordinator for Tennessee Tech before joining the OSP staff. 

The OSP staff invites you to visit the office on the third floor of Potter Hall and introduce yourself to Molly, Kellye, and Diane.
       
 
Technology Transfer Notes & Notables
 

The Office of Technology Transfer

       

The Office of Technology Transfer recently facilitated a three-way agreement between WKU and two professional organizations to create a new electronic journal, the “Journal of Outdoor Recreation, Education and Leadership.” The journal will be available online based on a subscription model. WKU faculty, Dr. Raymond Poff, Associate Professor, Physical Education and Recreation played an important role in the creation of the this journal, and he will be playing a critical role in creating an electronic platform for the journal. He will be working with the Management Board of the journal. All three parties will benefit from any financial returns on this endeavor.

The Office of Technology Transfer recently concluded an agreement for the Institute for Combustion Science and Environmental Technology (ICSET) with a private company for technology development and commercialization for $1.77 million. The goal of this agreement is to leverage the technology developed by ICSET for application by the company. Upon successful technology development the company will have the rights for its use. Congratulations Drs. Wei-Ping Pan and Yan Cao at ICSET!

Public Disclosure and Patent Rights: Does it end the ownership rights?

After a discovery, for most of us the natural tendency is to bring the idea to the attention of our peers as quickly as possible. However, ANY public disclosure prior to any legal protection can seriously compromise the patent rights in this global market. Upon public disclosure, the patent rights are lost instantaneously in most foreign countries and the applicant is forever “barred” from obtaining a patent. In the US the law allows a one-year grace period. However, the clock starts ticking from the time the public disclosure is made. It is always advisable to not rely on this grace period. So what constitutes a public disclosure? Any description of the idea or invention in the form of a publication as an abstract, or an article, posting it on the internet, a seminar, private discussion without a confidentiality agreement, offering it for sale in commerce to an individual or a group, a demonstration of the use and others. The act of public disclosure involves releasing information to the public domain, hence the lose of ownership rights. However, there are legal means to protect the idea prior to the public disclosure. Contact the WKU Office of Technology Transfer at 270-745-6733 prior to releasing it to the public domain so that we may assist you.

Faculty Networking Forum
 
       

The next faculty networking forum is being organized to facilitate fellowship and cross-fertilization of ideas between colleagues from all disciplines. This networking forum is organized to encourage inter and multidisciplinary collaboration in scholarly and creative activities and research. The first hour is designed to facilitate networking followed by a presentation by a colleague to encourage cross-disciplinary conversation and collaboration.

The event is open to all faculty and staff. Please RSVP at 745-6733 so that we may make plans for all those attending the event. The event is sponsored by the Office of Research & Economic Development (ORED), Graduate Studies & Research and Office of Sponsored Programs.
